Have some more dedicated roles for non-officers. PIO's were never listed on the board and had to find their own role for the most part, if not acting as the PIO.

I came from a different perspective - representating Emergency Management as a PIO. The situational awareness I gained as a result of this course would be invaluable in an actual event.
